TOWN CLERK’S OFFICE:  The current Town Clerk is Blake Bell, who was elected to a two-year term commencing January 1, 2008.  The Deputy Town Clerks are Kathy Florio and Darlene Paolercio who serve at the pleasure of the Town Board.

MARRIAGE LICENSES AND TRANSCRIPTS

  • Marriage Licenses-Are Issued BY APPOINTMENT ONLY
  • Availability – available from the Town Clerk’s Offices for any marriage ceremony to be performed in New York State.
  • Requirements: Both parties must
  • Be present at Clerk’s Office and sign application before Clerk.
  • Present picture identification:  Driver’s license, passport, employment picture id., etc.
  • Present birth documentation:  birth certificate, passport, etc.
  • Be of legal age, i.e., 18 years old, unless have written consent of both parents if 16 years or older, or court order if 14 years or older.
  • If previously married, present proof of divorce or if widowed, death certificate of former spouse.
  • Fee - $40.00, cash or check payable to the Town Clerk of Pelham.
  • Waiting Period – By New York law, parties must wait 24 hours from the time the Marriage License is issued prior to performance of marriage ceremony.
  • Expiration Period – By New York law, the Marriage License expires 1 month after it is issued.
  • Marriage Officer – upon request, Town Clerk can recommend Marriage Officers authorized by the Town Board to perform a civil marriage ceremony in the Town of Pelham.
  • Marriage Certificate – Upon receipt of completed License, Town Clerk will issue a Marriage Certificate to the parties.
  • Marriage Transcripts – Legal Proof of Marriage
  • Availability – available from the Town Clerk’s Office for any Marriage License issued by the Town of Pelham
  • Fee - $10.00, cash or check payable to Town Clerk of  Pelham.
  • Receipt – Three official transcripts will be provided.

HANDICAP PERMITS

1. Availability: Permanent and Temporary Handicap Permits are                       available for PELHAM RESIDENTS ONLY.
    
          ONLY ONE HANDICAP PERMIT IS ISSUED TO AN          INDIVIDUAL AND CAN BE PLACED IN ANY VEHICLE          CARRYING THAT INDIVIDUAL.

      2.  Requirements:

  • Resident of Pelham – Proof that individual resides in Town of Pelham, such as driver’s license, utility bill, mortgage statement, landlord statement; P.O. Box addresses ARE NOT ACCEPTED.
  • Handicap Permit Application – available at Town Clerk’s Office
  • Signature of Doctor on Application – only Doctors permitted are Medical Doctor (MD), Doctor of Osteopathy (DO) or Doctor of Podiatric Medicine (DPM); NO CHIROPRACTORS.
  • Proof of Identity – Driver’s License or other form of picture identification.
  • Length of Handicap Permit:
  • Permanent Handicap Permit is issued for 3 years and is renewable for continuing 3 year periods at the Town Clerk’s Office in the month prior to expiration.
  • Temporary Handicap Permit is issued for a maximum of 6 months as directed by the doctor’s instructions on the application.

NOTE: THE TOWN CLERK’S OFFICE IS LOCATED ON THE SECOND FLOOR OF TOWN HALL.  IF YOU CANNOT ACCESS THE SECOND FLOOR BY THE STAIRS, PLEASE CALL THE TOWN CLERK’S OFFICE (738-0777) AND WE WILL ARRANGE TO MEET YOU ON THE FIRST FLOOR TO ISSUE THE HANDICAP PERMIT

HUNTING AND FISHING LICENSED: DECALS

1. Availability:  DECALS hunting and fishing licenses are
    available from the Town Clerk’s Office during our
    regular business hours.                                                                                         

  • Requirements:
    • Training Requirements – for Hunting, Trapping and Bow hunting
    • Proof of Sportsman Education Qualification:
  • Hunter Education Certificate – prerequisite for hunting licenses, non-resident combination licenses, resident sportsman licenses, resident super sportsman licenses, resident conservation legacy and muzzle loading licenses.
  • Bow hunter Education Certificate – prerequisite for bow hunting and junior archery licenses.
  • Trapper Education Certificate – prerequisite for tapping and junior trapping licenses.
  • Waterfowl Education Certificate _ strictly voluntary course.
  • Proof of Residency – Driver’s license, non-driver’s ID, voter’s registration, student ID, etc.
  • Proof of Age – for senior license, free license and applicants under 16 years by presenting Driver’s license, non-driver’s ID, birth certificate, passport, etc.

3.  Fees – Annual license fees are based on NYS Department of        
     Environmental Conservation schedule, paid in cash or check
     To the Town Clerk’s Office.

VOTERS REGISTRATION AND ABSENTEE BALLOT FORMS

  • Voter Registration Forms – are available at the Town Clerk’s Office and once completed must be mailed to the Westchester County Board of Elections.
  • Absentee Ballot Application forms are available at the Town Clerk’s Office for any general or primary election in New York State.  The completed application must be mailed to the Westchester County Board of Elections, who in turn will mail an Absentee Ballot directly to the applicant.
  • Town of Pelham Elections – contact Ruthann DeSimone in the Town Supervisor’s Office (738-1021).
  • Pelham School District Elections – contact the Pelham School District (738-3434).
  • Village of Pelham and Village of Pelham Manor Elections – contact the Village of Pelham (738-2015) or the Village of Pelham Manor (738-8820).

FREEDOM OF INFORMATION FILINGS

Under New York’s Freedom of Information Law (FOIL), certain Town documents are available to the public upon request.

  • Local Laws and Resolutions
  • Marriage License information
  • Town Records
  • Procedure – All FOIL requests must be made on a FOIL Form and signed by the requestor.
  • FOIL Form – is available at the Town Clerk’s Office.
  • Response – the Town Clerk’s Office will issue a written response to all FOIL requests stating whether the request will be fulfilled.
  • Fees – The Town Clerk’s Office may require a reasonable fee to be paid prior to providing documents numbering over 10 pages.
