STATE OF THE TOWN

Programs:
Court: In the year 2002 heard over 4000 cases setting an all time record.
Recreation: Programs continue to flourish with over 46% increase in the number of youngsters we serve.
Tax Collection: From January 2000 to January 2003 there has been a 48% reduction in delinquencies.
Assessments: Since REVAL 4 years ago there has been 35% reduction in grievances.
Small Claims are down 83%. In the year 2001, 24 small claims were heard and only one was adjusted. In 2002, 9 were filed, 3 have been upheld and 6
will be heard on the 13th of January. We have now saved the entire community from the junk mail we receive from the tax of the tax fighting firms. At least 5 firms have left our community for greener pastures.
Library: The Interior has been completely re-painted and we have enhanced the landscape around the entire building.
Town Hall: The Town Hall exterior has been completely re- painted.
Town House: The Memorial Park has been completed.
Julianne Park: A number of Pelham residents have asked the Town government to consider the continued renovation of Julianne Park. The Town has appointed an advisory committee to determine what the surrounding community would like to see at the facility.
Athletic Fields: Continue to upgrade Glover Field Lighting for our expanding recreation programs. Renovated the Parking Lot (in cooperation with the School District)
on top of Imperia Drive.
Legal:

New Rochelle: The sewer agreement with New Rochelle dating back to the 1920’s allowed sewage from New Rochelle to flow through our community.
The arbitrary and unilateral decision to no longer honor the contract between the two communities now enters its fourth year. The Town has lost over
a million dollars in revenues. We hop to resolve this matter this year.

Sanford Blvd: This litigation continues into its third year. The Towns position remains consistent – litigate where necessary and negotiate where
possible. If I had to make a guess, I think this matter should come to a close in 2003.

Budget: The Town government’s philosophy on budgeting effectively has always been to control spending. Over the last 5 years the appropriations have
increased 2.4% per annum. I will compare that record to any community in Westchester County. In a year when the Federal, State and County
Governments are professing huge deficits, the Town will be presenting the Community with a tax decrease.
In 2003:

Renovation of Gazebo Park, including benches, irrigation, street lights and a new wall in front of the Town House. This project will be supported by $55,000 in grants between the Empire State Development Corp. and State Senator Guy Velella. Town Hall will be getting new and repaired windows thanks to
another state grant of $15,000.

The Library will be getting approximately 8 new exterior windows Again thanks to Senator Velella.

Glover Field: As soon as the State Education Department approves the plans the Town is positioned to use another $450,000 of grant money to build an extension to the field house.

The Town is presently negotiating with the Federal Government Through Congresswoman Lowey’s office to dredge the Hutchinson River and build a bulkhead to save eroding land along our playing fields.

Spring Street: The Town is presently in discussions with the City of New York and the State of New York to create additional recreation Fields to assist us during the school construction period.
